Measure
Show results, don't claim them
Anything can be measured; the only question is what it costs. From day one we set a baseline and build the dashboards ourselves, in Power BI and SQL, on the data already in Jira and the delivery pipeline.
Decisions are taken as late as responsibly possible, at the lowest level where the best information is. For people, and now for agents too.
